Loitering- when did the corner of Washington Rd & Jones St, across from Jay's Carwash become a "car show" hangout. A lot of cars parked, not getting washed, with people outside just hanging out playing loud, obscene music. Then they speed down Jones street like they're at a racetrack. Something has to be done before someone gets hurt!
